After receiving a 70% PTSD rating and being denied twice on a sleep apnea secondary claim, Harris spent three years learning the VA regulatory system — 38 CFR, the nexus letter legal standard, the C&P exam evaluation criteria, and the Board of Veterans' Appeals process — from the ground up. He filed his sleep apnea secondary claim a third time with a compliant nexus letter and won. In the process of rebuilding his own claim stack, he identified six additional ratable conditions that secondary to his PTSD — conditions the VA had never mentioned and no VSO had surfaced. He researched and filed each one independently. SecondaryClaims.com was built to document what he learned so veterans could access it without paying a claims agent a percentage of their backpay. The site provides free tools — a VA combined rating calculator, condition finder, C&P exam prep checklists, back-pay estimator — and paid field manuals covering specific conditions in depth. Harris is not a VA-accredited attorney, VSO, or claims agent. SecondaryClaims.com is an educational publisher. The playbooks provide educational content based on publicly available VA regulations, Board of Veterans' Appeals decisions, and personal claims experience. For complex cases, the site refers veterans to VA-accredited attorneys and VSOs who work at no cost to the veteran.
